Love they Neighbor?

The City of Chicago has a Homeowners Program for renovation work on a home where the owner acts as his/her own General Contractor.  I have clients that had purchased a two flat and are deconverting into a single family residence to live in this home for the next 15, 20, 25 years. 

Even though fully permitted, the neighbor keeps calling the City and filing a complaint.  Talks have been conducted with these neighbors.  No brownies have been brought to the house though.  About 8 plus inspections have been made on the house due to complaints.  Today was no different.  Every time a unjustified complaint is registered it ties up the City where they should be inspecting not justified.  It will not stop because one of the neighbors works in legal with the City.  The inspectors are fair and I respect that.  

Right now, there are 6 houses being gutted, built or renovated within one block.  There are about 20 homes in the area and that means alot of activity in this little area.  The neighbors home will be one of the two eye sores in the area.  Interestingly, they have made changes to their home but are exempt from inspection - because she is an employee of the City?   

But when is enough, enough?   Anybody have anything smilar or can make a suggestion on how to get a peace treaty with these unreasonable neighbors?

I am a real estate agent with Real People realty, Inc in Frankfort.  I am interested to know what the program is.  I have some experience with the inspector in chicago and it is crazy and can be stressful.  I think the home owners doing the renovation should consider starting a block club of some type and invite the other owners and show them what their neighborhood could look like in the future.

Marilyn, the program is the Homeownership Program with the City of Chicago.  I know alot of the inspectors and it isn't about connections, it is about fairness.  The house should have been cited by the City before the sale and interesting, these neighbors never called the City on the previous neighbors and they replaced all the plaster with drywall without permits, installed new bathrooms without permits!  I have had every type of inspector in this house including conservation, an administrator inspector, a plumbing inspector came and tried to put a stop work order on the house even when there was no plumbing work being done at the time!  DCAP was in there today!  He was nice, polite and straight forward.  I called one of the inspectors who approved the house to talk with him as we have been notifying the City of any changes and making changes with the architect even on flipping the location of the basement stairs with the deck stairs!  

The neighbor has asked for insurance policy.  The owners have insured her property as well in case someone gets hurt on her property!  She still called.

Clearly a case of harrassment but the owners don't want to pursue because my clients will be living next to them for 20 plus years.  

I've got the plans and everytime an inspector shows up, I'm over to the house answering questions as the owner is busy -  it takes two to three hours to get the matter cleared up every time!

Are all these inspections causing delays or loss of money.  How much longer, perhaps the owners could get a friend to call this noisy neighbor and tell her she has won a trip of some sort... Get rid of her until the house is done.  She does not like them for some reason.  I would much rather have a owner occupy next door then a tenant occupy.  Did she by any chance try to buy the home, but the seller wouldn't take her offer?  Good luck, I know stuff like this should not be happening.

How it will enchance the neighborhood? If it is personal, racial or something like that the new buyers could possibly file harrasment charges?

Have you tried approaching this neighbor and inviting them over for a cup of coffee ?

Explaining that your clients are trying to make this retirement Home just right for them.

We have quite a few people in our small community that do not like change in any form but when approached with an invite will at least talk about it and that's a start.

However of that does not work then a letter from an attorney may be necessary with wording about the insider harassment taking place and the possibility of a lawsuit involving the city staff.

Just my 2 cents.

Now here's the kicker, I go online to find the neighbors names because we cannot walk on their sidewalk or its traspassing.  The Cook County Assessors office has them as a single famly with 1,500 square feet on a 37.5 x 125 lot.  They are 2.5 stories above ground and the house is roughly 30' wide by 50' deep.  Do the math - They say no central air, they have it.  They say they have 1,500 square feet and they have approximately 3,600 square feet of finished area.  

In this whole thing, a City Attorney is filing false reports to the City and she has leverage.  The City has to respond to every complaint.  I do not think this woman and her husband mean to be mean I think they are tired of living next to the people who used to live at the house.  The house is strong and solid and the City of Chicago even stated that it is good quality construction.  I believe these people are missing the boat somewhere and don't realize that the inspectors are ready to blow with all the calls when her own house is in shambles.  They are deceiving the County from their proper assessment as well.   Is this because she is a City Employee that fraud is allowed?  How many times does one have to kill somebody until the system says "enough is enough"?

I don't know why you think the neighbors are "nice".  They are harrassing and using what ever power and connections they have to interfere with your customer's plans.  That is not "nice".

What comes to my mind is it's quite possible they would like to have the property themselves or someone they know.  Perhaps they are thinking if they can make it as difficult as possible for your customers they would sell.
