SEO Question.....Experts, please step up to the plate!

So, when we create a website, and have a link to another page, one of the options is, would be we like the "new" page to open in place of the existing page, or would be like the "new" page to open outside (in addition to, or on top of) of the existing page?....

Which way should we go? Is there one way that is more SEO effective? Stickier? One that is less irritating?

From a design perspective, Tim is correct -- generally speaking, open links to an external site in a new window, links to pages on your site in the existing window. I was thrilled when I searched for the school district (because I can never remember their address) and my site beat the school for #1 on Excite's search.
